Leadership Change at OFCCP

There has been a leadership change at the U.S. Department of Labor’s Office of Federal Contract Compliance Programs (OFCCP). Catherine Eschbach, who was appointed as head of OFCCP in March of 2025, has left the agency. Ashley Romanias is the new head of OFCCP.
During her tenure at OFCCP, Ms. Eschbach oversaw the cessation of activities associated with Executive Order (EO) 11246. EO 11246 required federal contractors to take actions and prepare reports to ensure equal employment opportunity regardless of race, ethnicity, or sex. While Ms. Eschbach was at OFCCP, the agency also issued proposed changes to the regulations the agency enforces. There was also a significant reduction in the number of employees at OFCCP. Ms. Eschbach left OFCCP to assume the role of Principal Deputy General Counsel at the Equal Employment Opportunity Commission in September 2025.
As of the publication of this blog, there has been no formal announcement about the leadership change at OFCCP. The contact page for OFCCP’s national office continues to show Ms. Eschbach as Director of the agency. However, Ms. Romanias’ LinkedIn profile says that she assumed the role of OFCCP Director in September of 2025. Ms. Romanias joined OFCCP as a Senior Policy Advisor in July of 2025.
It is not clear what will happen to OFCCP during the current federal fiscal year which began in October. OFCCP is among the federal agencies where workers are furloughed as part of the federal government’s shutdown. Budget proposals from the Trump administration state that the agency will be eliminated. While a Senate appropriations bill provides funding for OFCCP, a House appropriations bill eliminates OFCCP.
